Summary of the Last Plenary Week: What Amendments to the Draft Law 2285-d Were Adopted and How Many of Them Are Left?

The last plenary week at the Verkhovna Rada of Ukraine turned out to be intense, lawmakers finally started the second reading stage consideration of the draft law 2285-d. Around 3,500 amendments were offered to the draft law about regulation of the gambling business, deputies spent most of the time on reviewing them.
Adopted amendments
While deputies used the majority of amendments as a possibility to speak up about their personal attitude to the draft law (for example, the member of the political party Opposition Platform — For Life Natalia Korolevska openly summoned not to vote for her own amendments), there were some who influenced the formation of the law.
Some of the main changes that were added to the draft law last plenary week (from June 30 to July 3) are as follows:

renewal of the ban to place gambling facilities closer than 500 m to children’s educational institutions;

returning of a compulsory tenfold compensation for the loss paid to the family of the acknowledged problem gambler in case he or she is allowed to gamble;

a fivefold increase of the license acquisition cost for online casinos;

increase in the number of people that can turn to the court with a statement about restriction;

returning of the definition of the term “spotless business reputation”;
-
returning of the slot machine monitoring system as a standalone component of the online monitoring system.
Future work
In the program of Ukraine 24 TV channel, the Chairman of the Committee on Finance, Tax and Customs Policy Daniil Getmantsev reported that around 1,500 amendments to the draft law were left. The next plenary week starts on July 14.
