Two Members of the Gambling Regulator Announced in Ukraine, Spain to Reform Gambling Legislation: News Digest

The official website of the Commission for Regulation of Gambling and Lotteries has been launched

Commission that will control business of operators on the Ukrainian gambling market now has its official website.  Website contains information about the tasks, mission and values ​​of the regulator. In addition, the portal has short answers to questions regarding the activities of the collegial body.

On this resource, users can learn about the work of the commission and submit an online application for obtaining a license that gives the right to conduct gambling business in Ukraine.

Thus, the portal provides information about the commission executives and documents that regulate the work of this body.

New drafts of documents with requirements for Ukrainian gambling market players have been published on the website of the Cabinet of Ministers

Two draft decisions of the gambling regulator and a draft resolution of the Cabinet of Ministers were published on the government website. Each one contains a regulatory impact analysis.

The first draft includes a list of gambling equipment that is subject to certification. The list features slot machines, gambling tables, particularly, with a roulette, an online system for gambling organizer, cards, roulette balls, card shoes, dice, shuffle machines, communication channels for online systems, online systems cryptographic tools, terminals for accepting bets in betting shops, means for processing data in online systems and maintaining their power supply.

The second draft decision of the regulator describes the procedure for issuing a permit confirming that the premises of the gambling venue meets the legal requirements. The draft features a list of documents that the applicant (the owner of the premises) must submit to the commission, and determines the procedure for canceling the permit. The rules state that separate permit is required for each room where gambling activities are planned to be conducted.

The draft resolution of the Cabinet of Ministers provides technical regulations for gambling equipment. It contains the requirements for the relevant equipment and its circulation on the territory of Ukraine. Document specifies that the rules will have to be adhered to by equipment manufacturers and their authorized representatives, suppliers and importers of products, as well as designated compliance evaluation bodies and central executive authorities that control the equipment operations.

Another two members of the gambling regulator announced in Ukraine

The Ukrainian government appointed Oleksiy Botezat and Khrystyna Dutka-Hefko as members of the Commission for Regulation of Gambling and Lotteries. They signed contracts of civil services for the period of the quarantine.

The collegial body officially has a Chairman and four members now. Thus, the commission can start fulfilling its duties, make decisions and form the apparatus.

Earlier, Ivan Rudyi took the post of Head of the gambling regulator, and the first two members of the body were Yevhen Hetman and Olena Vodolazhko. In general, the Commission will employ 230 people, including one Chair and six members. The body will regulate the activities of gambling and betting operators.

Spain to reform gambling legislation

The authorities intend to create a single document on amending 14 orders regulating the activities of gambling operators. By the end of this year, public consultations on this issue are set to begin. It is expected that the updated requirements will be approved in the second half of 2021.

Director of DGOJ Spanish regulator Mikel Arana has publicly supported reformation of gambling legislation. He also appealed to the government to recognize loot boxes in video games as a form of gambling.

The representative of the collegial body pointed out that the amendments to the gambling legislation will help to protect gamblers from the gambling addiction.

Swedish gambling operators announced revenues for the third quarter of 2020

According to the Swedish gambling regulator Spelinspektionen, the revenue of locally licensed gambling companies from July to September 2020 amounted to 6 billion SEK. This is 1.3% more than at the same period of last year, and 2% higher than in the second quarter of this year.

At an annual rate, revenues of licensed online gambling operators have increased by 5.8%, totaling to 3.69 billion SEK.

As of November 2020, there are 100 licensed gambling companies operating on the Swedish gambling market. 72 of them provide services in the online segment.
